The object is located on Gliwicka Street on the grounds of the former parish cemetery (the oldest Rybnik cemetery, liquidated around 1975 on the orders of party authorities, today St. Jan Sarkander Park, also called the park "On the Hill" or "Na górce"). It commemorates Russian prisoners of war from World War I who, between 1915 and 1918, were used for labor in the "Rymer" hard coal mine located in Niedobczyce (a district of Rybnik), which operated from 1841 to 1999. The obelisk bears inscriptions in Russian and German, and its author and exact date of creation remain unknown. The monument, preserved in fairly good condition despite visible damage to the base, is an important testimony to the history of the region and the memory of the victims of the Great War. Located in the city center, it is one of the lesser-known but significant sightseeing points of Rybnik. A characteristic object located near the monument is the historic Academic Church of the Assumption of the Blessed Virgin Mary, dating from the mid-15th century, which served as a cemetery chapel until 1975.
